It seems as if it is already dynamic and you want to make it less so. Try this:
1. Insert a compressor.
2. Slowly bring down the threshold until only the peaks are being affected. Use the gain reduction meter for this.
3. Adjust the ratio and the attack and decay until everything is as even as you require. Use your ears for this.
4. It will be a lot quieter than before (but also more even) so bring up the volume either by turning up the fader or inserting a Gain plug-in after the compressor.
