Resize your region while holding Control-Shift: shorten it to 1 3 3 238, then back to 2 0 0 0. Then choose Region > Add to Apple Loops Library. You will now be able to choose "Looped".
That's a bug in 8.0.1 - A region needs to be a whole number of bars for Logic to be able to turn it into an Apple Loop without using the Apple Loops Utility. In 8.0.1, even though your region appears to be 2 0 0 0, it is really only 1 3 3 239 (as you can see if you double-click it to open it in the Sample Editor!).
