I think the correct way to notate the chord is 9(b13).
I did scan the link, and it really is about using the 6th rather than the 13th. Typically a 6th is correct if you lack the 7th of the chord.
My chord tones would be R, 3, 5, b7, 9, 11, b13. The actual pitches would be F#, A#, C#, E, G#, B, D. The 11th normally would not be included in the voicing without dropping out the 3rd (for my ears anyway.....) The associated scale would be F#, G#, A#, B, C#, D, E, F#. The #5 designation implies the the C# would become a C## and the D would be a D# and requires a different scale. Not sure why that symbol was left out, maybe not a common one. Just thought it was odd it was the first one I looked for.
