I guess you're talking about compression via outboard gear, not via any plug-in in Logic, right? Of course you can boost and compress your mic input signal using a mix preamp and a hardware compressor (or the combination thereof).

As long as you place the scissors tool close enough to a bar start, "Smart" should be ok as well

That's why I’m advocating the “report all issues you find to Apple” approach, instead of the “just don’t open two projects at once” variant. They’ll not fix them if they are not aware of them I guess.

BTW if you want to repeatedly cut a region at e.g. every whole bar, you can use the Scissors tool while holding the Option modifier, which will repeat the cut until the end of the region
