Do you also keep sound library and samples on that same external?

All: I'm trying to sort out the best way to manage project files and sound libraries across internal and external hard drives. Are there generally agreed-upon best practices here? Sound libraries/samples on external and projects on internal? Other way around? Would love any insights on the best setup to help boost performance.
