ok maybe i'm just tired (late night session, and LX 10.1 behaved flawlessly).

tried to re-organize my plugins this morning. why am i seeing this under my new folders? (i DON'T see this in the plugin manager window)... i could SWEAR that yesterday, with my previous custom setup, those folders were NOT there (only under 'Logic', further down...)

ok, figured it out, and if anyone is interested:

first, i deleted "MusicApps.tagpool" from Home>Music>Audio Music Apps>Databases>Tags. i needed to do that, i wanted to start clean.

then i recreated EXACTLY the original folders (i took a screenshot), ie Amps and Pedals, Delay, Distortion, etc. as i did that, each folder immediately showed it's original plugins.

then i RENAMED each of THOSE folders to accomodate my needs. to make things simple, i kept Delay with it's plugins (just renamed DDL), etc. in the end, i used the same folders as the originals, but renamed to suit my needs.

and now i have this (as a dropdown for instruments, and effects, respectively), and am happy:
