You set preferences for Logic, and they apply to any project you open in Logic. An example of a preference is the audio interface you're using. You don't want to have to set it every time you open a project, for every individual project, so it's a preference: you set it once, and it's set for Logic, so that you can open any project you want and the audio interface used is the same. • Project Settings are individually set for each Logic project file. Different projects can have different settings. An example of a project setting is the sample rate. You may want one project to be at 44.1 kHz while another is at 48 kHz, without having to change a sample rate preference every time you switch project, so it's a project setting: when you open project A it automatically sets your audio interface to 44.1 kHz, and when you close project A and open project B it automatically switches your audio interface to 48 kHz.
