Change Session from 44.1 k to 48 k

I'm trying changing the sample rate from an existing session from 44.1 to 48 kHz. I tried both ways: A) first change the sample rate from the session and then copy/convert the session audio files from 44.1. to 48 and B) copy/convert the audio files and THEN change the sample rate of the session. I haven't found the bomb proof procedure yet. Both ways make some files run out of sync in the session after changing the sampling rate.

Here's a question for David ... I know that in digital-image and video work a rule of thumb is: "always sample down." So, would it make an audible difference if the new material were sampled down to 44.1K, completing the project consistently at 44.1K, instead of sampling the old material up to 48K?

The audible difference would be rather subtle but in any case this user's issue is that the device they're using works only at 48k so upsampling the project to 48k does make sense in this case.
