Logic Pro rescans disabled plugins on startup

Hello, I'm running Logic 10.5.1 on OS Mojave 10.14.6. Every time I start Logic, it rescans my disabled plugins. I have two mirrored rigs, but I often leave my ilok dongle with my other rig. So, I've used plugin manager to disable these plugins on this machine. However, every startup, I get license activation alerts for these disabled plugins. This didn't use to happen. I believe it started when I upgraded to Logic 10.5.1.

 

I've deleted the audio unit cache and rescanned all of my plugins multiple times, but the activation alerts keep coming up.

 

Any ideas?
