But is it possible to control the grid regardless of the zoom?

For instance, I wish work on the beat basis grid, or on the measure basis, easier for orientation?

The piano roll editor will display whatever the Signature/Division is set to in the control bar.

Anywhere from quarter notes to 94th notes. (Higher resolution are only visible depending on zoom.)

Actually I have tried to zoom but avail. I am in 4/4, and the max grid is 16-note.

In the Time Signature display in the Control bar change the resolution. It is most likely set to 4/4 with /16 beneath it. That 16 is the resolution. Click and hold then select another option from the drop down menu. If you set it to 32 for example your grid will change to 32nd note resolution.
