I don't think it shows up if you already have a tag database, only when a new one is created from scratch (ie a default install). Just a minor oversight, I'm sure. Mine's still here in 10.5.1. can you delete it? maybe i just deleted it before... hmm... the plugin manager is a nuisance; i have folders i created YEARS ago that i can't delete (but at least, they don't show up in menus; they're empty).
