Exported MIDI region has empty measures

I am exporting a region from Logic starting on bar 4. When I import that region into Reaper or Studio One there are 3 empty measures inserted before the region plays. If I import that region back into logic this doesn't happen. I have tried every sort of setting in Logic (format 0, 1, etc.) and the behavior doesn't change. Is there something I can do about this?

To clarify, the region is one measure long, from bar 4 to 5. But when I import it the region is 4 measures long with the notes starting on bar 4; bars 1 to 3 being empty.

Logic always exports midi regions from the song's starting point.

 

If I would import that midi region into a project it would be in the correct position.

What if you didn't know where the region started? What would you do? Guess?

Why then when I import it back into Logic does it come back as one measure starting at the beginning of the project? If however I use the "Open" command in Logic and open a new project then I get the empty bars.

Can't you use copy and paste if you know the position of the region? That's the quickest.

Otherwise, you'll get the empty bars, which is the expected behavior.
