Channel pass through/ ignore

Hi, new here. I'm sure this is very simple... how do I script a pass-through for a specific channel? Or ignore that channel. Not sure I have the correct terminology. Specifically, I need to toggle ignoring channel 3 some of the time.

I want to assign a CC to turn a note input off for a virtual instrument I control from two different keyboards... I play organ pedal bass with two keyboards at once to control different external and internal sounds— it gets messy!

So basically you want to mute everything on MIDI Channel 3? If that's it then use the following: 

function HandleMIDI(event) {
		if (event.channel != 3) {
				event.send();
		}
}
