If Normalize is set to Overload Protection Only, then that would explain that behavior: when you push the level where the output overloads, normalize automatically changes the gain to make it peak at exactly 0 dBFS so that it does not overload.

!!!  After 23 trial and error mixes of one piece, all I had to do was uncheck that one box?!  I saw on another post, David, that you said something about wanting to remove the Normalize option at bounce.  I can see why.  Thank you, and you, Triplets, so much!
