The dot indicates a muted region. Select the region(s) and press Control-M or click the region(s) with the Mute tool to toggle their mute status.

Oh wait.. if you mean the dots on the track headers, then you can't get rid of them, they're level meters. You can however zoom in vertically on those tracks so that they're replaced by proper level sliders/meters like on the other tracks.
