Bug: Logic Moves The Screen To The Last Track Upon Cutting Time Via the Edit Cut Section Between Locators

If I was on the first track and do this function it automatically pans to the bottom of the screen, or in my case 628 tracks lower from where I was working.

I can't reproduce here. Have you noticed this only in one specific project or can you reproduce it at will in any project? 

I remember seeing issues similar to what you're describing, meaning Logic scrolling to show you a different track unexpectedly after an edit, not necessarily cut between locators, however right now I can't reproduce it, so I'm guessing this has probably more to do with some kind of project corruption than a general bug per se.
