Hi Monika,

One way to achieve fixed velocity is to set dynamics parameter to "Fixed" in the MIDI Defaults in the inspector (visible when a MIDI track is selected, but without having any regions selected).

If you leave the Velocity parameter in the MIDI Defaults set to 0, the resulting fixed velocity will be at 64. You can increase or decrease the Velocity parameter in conjunction with the "Fixed" Dynamics to taste to obtain the desired fixed velocity value (for example, Fixed Dynamics + Velocity set to +16 yields notes with a velocity of 80).

Please keep in mind this is al non-destructive, so the even if the notes will sound at a fixed velocity, this won't be visually reflected in the MIDI editors until you Apply Region parameters permanently (there's a key command for that, or control-click the region > Edit > Apply All Parameters Permanently).
