New to logic Pro 8 /CPU meter maxes out when I bounce

I notice that when I bounce a track the CPU meter in logic maxes out. When I play back the track it seems to be fine. Is this normal?

 

I assume you mean offline bouncing, not realtime? This is perfectly normal. If it didn't max out the CPU anymore than when doing realtime bounce, there would be no purpose of doing a (faster) offline bounce.

Does this result in any Latency when I bring the track back in to the file?

If I play in real time it uses all cores (upto 8) but if I bounce offline it only uses 1. Therefore slower. This just doesn't make any sense to me.??

The bounce process is treated as a single process so it isn't shared across processors. So, yeah, sometimes it can take longer.
