In theory you're not supposed to be able to resize from the left any further right than the first MIDI event in the region. In practice Logic's behavior is a bit less predictable than that. In any case, here's my workaround: with your Marquee tool, select the portion of the MIDI region you want to delete and press delete on your keyboard, or select the portion of the MIDI region you want to keep and click the Crop button in your toolbar (or press Control-C).
