Hot swap feature in Logic?

For some reason nothing much is showing up for me in the Library tab...

The Library is context-sensitive, so you will see whatever settings are available for the currently selected instrument, insert effect, or channel strip setting (note the white frame surrounding the piano instrument in your picture).

How do I do said function for MIDI files?

MIDI files? your Ableton Hot-Swap feature tutorial only talks about presets/patches.

If it is only about the musical content you can preview MIDI files in the Finder, with Quicklook (you know, select a photo/audio file/movie, hit the Spacebar and voilá). Quicklook uses the Quicktime GM sounds though, so soundquality is low; but it'll do to quickly identify the musical content of any MIDI file.
