How to make entire track "pulsate" like this?

You can hear the background kinda pulsating / synchronize with the rhythm at 0:40 ->

 

 

The same thing in this song, at 0:30. You can actually hear it better here.

 

Is there somekind of plug in for this I could buy? Could Shutter by Izotop help in this?

compressors are amazing for this.... but if you want to cheat a little bit get the LFO tool by xfer records, it is an awesome tool for effects and SIDECHAINING WOOHOOO
