Use audio plug-ins AND eq?

There's no "normally" really, just do what needs to be done. If after using a certain plug-in you feel like you need to correct the balance of frequency then use an EQ. Everything is correlated when mixing: when you adjust one thing, it often means you also have to readjust something else. So yes, the situation you describe would be fairly common.

It depends.

 

Sometimes you don't want the compressor to react to certain frequencies, so you would put an EQ before the compressor and lower those frequencies. (Bass is notorious for eating up compressor headroom.)

 

Once you've got the compressor doing what you want, you may find that the signal needs additional EQ. If you use the one before the compressor, it may change how the compressor reacts, so you could put another EQ after the compressor.

 

No rules really.

How it sounds is what matters.
