Can you do a slow down crossfade in Logic Pro 8? I want to make the end of a vocal slow down like in rap songs.

No, speed fades were a new feature in Logic 9.

 

However you could use a workaround which is to load your sample in the EXS24 and use the pitch bend wheel to bring the pitch/speed down. First make sure you adjust the pitch bend down to a high value on the EXS24:
