Option-zoom tool sticky in Piano roll when not in key focus

The Option zoom tool has a sort of sticky behavior in the Piano Roll when the Piano Roll is not in key focus. For example after rubber-banding two MIDI regions in the Tracks area:

 

I press and hold Option without touching my mouse, the pointer stays a pointer (but behaves like a zoom tool if I start dragging).

 

If I hold Option and then move the mouse, the pointer finally turns into a zoom tool.

 

If I stop moving the mouse then release Option, the pointer stays a zoom tool (but doesn't act like one if I start dragging).

 

The Option zoom tool behaves as expected in the Tracks area even when the Tracks area is not in key focus.
