The simplest answer is that peak (or program) wattage and continuous wattage ratings are like peak and RMS readings on an audio metering setup. Peak wattage is the maximum transient power a speaker (or speaker array) can withstand, and the continuous wattage is the maximum power a speaker (or array) can withstand indefinitely... So much more to this, though - impedance matching, allowable distortion, amplifier class and design, speaker type and configuration, crossover or other processing, etc. These factors can be very different with the design of a PA vs. a guitar amp, for example...
