What exactly does 'true legato' mean?

In general usage, it means that the developer recorded legato intervals so that when to play e.g. C3 to G3 with a little overlap you hear the sample of that recorded interval triggered. Makes legato more believable but sometimes creates as many problems as it solves.

So, if you play any given interval, the developer has recorded the player playing that actual interval and therefore it sounds more realistic? But that is many many thousands of samples at least?

Well they have some tricks to conserve some of that, but yes, many more samples.
