Click on the appropriate piano key to select all midi note events for that pitch. You can also shift-click to add more notes. The panel to the left of the piano roll, allows you to adjust quantize (time), quantize (scale) and velocity for all selected events.

Well, the (10.5) project I found that exhibited this behavior, now works correctly after adding a new track with Input Monitoring checked (even though I didn't save it). Even tried reverting to previous versions and it works correctly every time. Weird.
Ok, by experimenting, I found that if I add an audio track and check the Input Monitoring checkbox in the new track dialog, it starts working correctly, even if I later uncheck that.
** update ** that's not consistent either
Ok, it just occurred to me, I have a UR242, it has 2 midi ports - 1 for input and 1 for output. Try setting your tracks to use PORT 1, Channel 1 and PORT 1 Channel 2.
