Layout Backgrounds overlapping incorrectly

I'm updating some of my MainStage files.

In the Layout, when I'm trying to add a panel background, sometimes it will be BEHIND the current solid color background and sometimes its ON TOP. I can't figure it out.

There's no "Arrange" menu options to Send To Back or Bring To Front and there's no rhyme of reason as to why sometimes the background will get placed behind or in front of a current background.

Can anyone shed some light on this?

Switched to Logic in 2021 from DP.

Logic 10.3 on Mac Pro (2008). Logic 10.6 on MacBook Pro (2012).

I’m having the same problem. I think it has something to do with the grouping of objects I’m not really sure. There seems to be no rhyme or reason for it. I sort of was thinking mainstage could use a better user interface in layout mode. I feel like they make you click on a little pin sized button in order to resize things

Yep.  Big update and they still did f@#$%$ all about this.  They need a 'send to back' and 'bring forward' option.  I am trying to make labels and not only can I not select them, but they seem to automatically group themselves with the other controls.  Do they not test this software with actual users?
