Multi-track recording for the blind

Do you know of any blind people who record themselves? My cousin, who I actually don’t know that well, has asked me for advice on how to get started. I think his budget is probably fairly low. I’m not sure where to begin. Any suggestions on software and/or devices that might be a good bet for him?

I don't have any experience of this myself. But I would start with a computer/DAW combination that has the best accessibility support. That's one you'll havre to research. I do know that Apple takes accessibility quite seriously so it's a good contender, but it doesn't necessarily mean it's the right one.
