Save channel strip and region

In that case the best is to save all of that inside a project. You can use File > Import > Logic Projects to import a track along with its plug-ins and regions from another project. 

If you want to keep that track+regions independently of the current project you're working on, you can create a new empty project, import the track+regions into that new empty project, and save the new project with only that track+regions (or a collection of tracks+regions that you may want to reuse). 

When you next need to reuse it, import the track+regions from that project containing your saved tracks+regions.

What is "Save as performance " mean?

You click the "Settings" button at the very top of the channel strip and in the pop-up menu choose "Save a Performance". That saves the channel strip setting and associates it with a program change number of your choice. Then, when you send that program change number to a channel strip, the corresponding channel strip setting is loaded.
