It's up to you. There is no point imo putting a stereo EQ on a mono signal, like a vocal, as you're using using twice as much CPU to process the sound (and the same for all plugins on the channel).

Sometimes you want a mono to stereo plugin - for example, say you have a mono vocal, and you're adding a micropitch effect to it, which leaves the dry signal in the centre, and slightly pitched down version to the left, and a slightly pitched up version to the right - in this case you *want* to go from a mono signal at input to a stereo version on the output.

But if you don't see any reason for your workflow to use those other formats, that's perfectly Ok - just realise that why *you* may not need them, or have a reason to use them, the same is not true for others.

Basically, yes, more or less. If you want stereo processing, the plugin will need to process two channels of audio, even if the source is mono. The point really is to use the format you need, but not waste cycles copying a mono source to two channels, and processing both of those unnecessarily, if all you need is a mono signal.
