The sudden quiet down before chorus

Hey guys, here's a sample where you can here what I mean at 4:11 - 4:14.

 

 

There's this sudden quiet down right before the chorus begins. I tried to create this but am stuck. Also there's a slight funny increasing noise at 4:13-4:14 right before the chorus hits. Know the name for that? And what's the instrument for that?

sounds like the entire track is muted right into the downbeat, and a phaser or flanged synth is faded in behind it...
