Is Logic the highest learning curve DAW?

Yes...lots if talking out of the box features (Drummer and the Environment immediately come to mind).
The general working paradigms of Logic and Live, for example, are very different - even though both have session/LL and "arrange" views. They feel very different to work with.
Synths in each DAW are unique (Alchemy/Sculpture have no direct equivalents built-in to other DAWs, for example), FX are unique, editors are different (Live has no scoring facilities - unless MaxScore is used, whereas Logic, PT, Peformer, Cubase, Nuendo, Studio One, etc. all do).

Standard ops like recording/playing back audio/MIDI, editing note and region/clip lengths, pitches, quantization, etc. are achievable in each (major) app - but the way you go about this can differ.

Putting this in context, you can technically achieve similar results in any DAW - assuming the same/equivalent features are available in each. i.e. you won't be able to create perfect Kraftwerk covers if a DAW doesn't offer a vocoder, for example.
Sure...3rd-party FX/instrument options are available....but built-in facilities make Logic difficult to match, particularly as a value proposition.
