That's not a web link, it does not correspond to a webpage, it's just a link to the manual that you have inside your Logic Pro app package on your local hard drive. It should work with any standard Logic Pro install. Do you have Logic Pro 9 installed? Did you move or rename it? You should be able to access the manual following the same path manually in your Finder. If you cannot follow that path in your Finder, then your browser won't find the file either. To follow the path manually, go to /Applications/ and control-click Logic Pro, choose "Show Package Contents" and follow the rest of the link (Contents/Resources/English.lproj/logicpro_help/).
