SMPTE lock messes up my region positions

Logic Pro 10.6.0

I'm at a loss for words and thoughts. I did an SMPTE lock on MIDI drum regions (I did not make a tempo change) and the regions have shifted. I really don't understand this. A lock is meant to stop regions from moving, but locking it moves the regions. That's so counter-intuitive. Unlocking SMPTe does not move it back to the original region

 

I'm sorely confused. Can I trust SMPTE?

 

(also, please increase the video size limit, spent 15 mins just trying to reduce my file size, I just wanted to show what's wrong)
